Appropriates $700,000 from bond proceeds to the Board of Water and Soil Resources for a grant to Kandiyohi County to complete restoration of Grass Lake prairie wetland basin adjacent to Willmar.

Funds may be used for construction of water control structures, diversions and abandonments of existing drainage systems, and water quality improvement features.

Appropriation is available only when the commissioner of management and budget determines sufficient resources have been committed to complete the project as required by Minnesota Statutes, section 16A.502.

Authorizes the commissioner of management and budget to sell and issue up to $700,000 in state bonds to fund the appropriation, following procedures in Minnesota Statutes, sections 16A.631 to 16A.675, and the Minnesota Constitution, article XI, sections 4 to 7.

Takes effect the day following final enactment.
