Appropriates $20,000,000 from the bond proceeds fund to the commissioner of public safety for a grant to Martin County for predesigning, designing, constructing, furnishing, and equipping a new county justice center and renovating the existing Security Building.

Funds will support space for county jail, courtrooms, court offices, sheriff and law enforcement offices, county attorney offices, dispatch, and emergency management facilities.

Appropriation becomes available only after the commissioner of management and budget determines sufficient resources have been committed to complete the project, as required by Minnesota Statutes section 16A.502.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $20,000,000 to provide the appropriated funds, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
