Expands the state rail safety inspection program from a mandatory minimum of three positions to up to six positions, which may include state rail safety inspectors and a program supervisor.

Removes the requirement for the commissioner to consult with railroad companies before establishing additional inspector positions beyond the initial three.

Authorizes state rail safety inspectors to perform duties under the federal State Rail Safety Participation Program, including training and certification in track, signal and train control, motive power and equipment, operating practices compliance, hazardous materials, and highway-rail grade crossings.

Grants inspectors authority to issue citations for violations of state rail safety law and to ensure railroad employee and public safety, subject to Federal Railroad Administration delegation and commissioner authorization.

Effective the day following final enactment.
