Creates a new Legislative Commission on Regent Selection composed of one House member and one Senate member from each congressional district, appointed by the Speaker and Senate Majority Leader respectively.

The Legislative Commission must recommend at least one and not more than two candidates for each at-large vacancy and one to two candidates for district vacancies, with recommendations due by January 15 of odd-numbered years.

The Regent Candidate Advisory Council's recommendation limit is reduced from four to three candidates per vacancy, with recommendations due by January 31 instead of January 15.

The Legislative Commission may provide one additional recommendation for each at-large vacancy and one additional recommendation per congressional district to the joint legislative committee by February 10.

Joint committee may only nominate candidates recommended by the advisory council or those receiving support from at least three House members and two Senate members of the committee who were themselves recommended by the Legislative Commission or advisory council.
