Allows parents to opt for their child's background study to include fingerprint submission for a national criminal history record check if the child is 13-17 years old and resides with an unlicensed child care provider or licensed family child care program.

Background studies conducted under this provision are valid for five years and take effect upon implementation of NETStudy 2.0 for family child care programs.

Requires the commissioner of human services to notify all background study recipients that the Departments of Human Services and Public Safety and the Bureau of Criminal Apprehension do not retain fingerprint data after a background study is completed, effective October 1, 2018.

Directs the commissioner to work with stakeholders to establish a single unified background study process that is transferable across professions, counties, and provider types, with a simplified fee structure.

Requires the commissioner to propose legislation in the 2019 legislative session to implement the unified background studies process and identify any necessary federal waivers.
