Appropriates $5,174,139,000 to the General Fund and $385,159,000 to the Health Care Access Fund for Medical Assistance programs in fiscal years 2018-2019.

Allocates $1,000,000 each in fiscal years 2018 and 2019 for behavioral health services provided by specified hospitals.

Authorizes the Commissioner of Management and Budget to negotiate and enter into a collective bargaining agreement with Service Employees International Union Healthcare Minnesota (SEIU) covering self-directed workers including personal care attendants and home care workers.

Permits economic terms in the agreement to include wage floor increases, paid time off, holiday pay, wage increases for workers serving people with complex needs, training stipends, and registry implementation.

Requires the Bureau of Mediation Services to conduct a decertification election by July 1, 2019, if 6,000 or more self-directed workers submit authorization cards or petitions between May 1, 2016, and July 1, 2019.
