Requires each school board to adopt a written policy governing student use of mobile devices during regular school hours.

Defines "mobile device" as a cellular phone, wearable device, tablet device, or other electronic device that possesses computing capability or provides Internet access, text messaging, e-mail, or digital voice service.

School board policies must promote students' emotional well-being and support educational attainment goals, with different provisions for elementary and secondary students.

Directs the Commissioner of Education to maintain and make available a model policy developed in consultation with school boards, teachers, school counselors, parents, students, and other stakeholders.

School board policies must include disciplinary consequences for violations that conform with Minnesota Statutes sections 121A.41 to 121A.56, and must be included in student handbooks, effective for the 2018-2019 school year and later.
