Appropriates $2,157,000 from the bond proceeds fund to the adjutant general for design, construction, renovation, furnishing, and equipping of capital improvements to the National Guard Readiness Center in Wadena.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,157,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Allows unspent portions of the appropriation for completed projects to be available for statewide asset preservation under Minnesota Statutes section 16B.307, with the original appropriation date applying to transferred amounts.

Takes effect the day following final enactment.
