Amends Minnesota Statutes 2016, section 216G.02 to add new subdivision 5 establishing state agency roles in pipeline permitting process.

State agencies authorized to issue pipeline permits must present their position and participate in public hearings, but the Public Utilities Commission has sole and exclusive authority to issue or deny pipeline routing permits.

Pipeline routing permit decisions are binding on all other state departments, agencies, regional, county, and local governments, and special purpose districts.

State agencies must make final decisions on pipeline construction and operation permits within 30 days of the commission issuing a pipeline routing permit, extendable to 60 days from receipt of a complete permit application.

Permit decisions must include written reasons for approval or denial, any conditions imposed, and a final order granting the permit.
