Prohibits exclusive representatives from requiring non-member employees to contribute fair share fees for services rendered by the exclusive representative.

Removes provisions allowing fair share fees equal to regular membership dues minus member-only benefit costs, with a maximum cap of 85 percent of dues.

Eliminates requirements for advance written notice of fair share fees to employers and employees, and employer provision of employee lists to exclusive representatives.

Removes the dispute resolution process allowing employees to challenge fees within 30 days, with burden of proof on the exclusive representative and commissioner decision authority.

Takes effect upon a United States Supreme Court decision holding that public employees who are not members of an exclusive representative shall not be required to pay fair share fees.
