Appropriates $200,000 from the general fund in fiscal year 2019 to the commissioner of natural resources for expanded water level monitoring and modeling in the Canisteo and Arcturus to Hill Annex open-pit mine groups, with priority on the latter

Requires monitoring and modeling results to be used by the commissioner to develop plans for controlling and reducing water levels in each pit group

Directs the commissioner to address public safety hazards and groundwater contamination concerns resulting from rising water in both open-pit mine groups

Designates the appropriation as one-time funding
