Requires the Public Utilities Commission to include criteria in orders evaluating whether at least 50 percent of construction hours at eligible energy technology project work sites are performed by Minnesota residents for income tax purposes or employees residing within 100 miles of the project site.

Mandates electric utilities building eligible energy technology projects to submit quarterly reports to the commission detailing total construction hours worked and hours worked by Minnesota residents and local residents within 100 miles, including employee names and addresses.

Requires the commission to submit annual reports to legislative energy policy committees, prepared with assistance from the Department of Commerce and Department of Labor and Industry, addressing training and use of Minnesota workers and estimated economic impacts from local versus nonlocal labor.

Amends the certificate of need evaluation criteria for large energy facilities to require demonstration that at least 50 percent of construction hours are performed by Minnesota residents or employees living within 100 miles of the construction site.
