Establishes military ready reserve special license plates for current or former members of the 934th Airlift Wing of the Air Force Ready Reserve or the 133rd Airlift Wing of the Minnesota Air National Guard.

Allows applicants to obtain plates for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational motor vehicles upon payment of a $10 fee per set plus standard registration taxes.

Requires applicants to contribute a minimum of $20 annually to the 96th Airlift Squadron account, with funds used for charitable contributions to organizations supporting military families and veterans after administrative costs are deducted.

Permits plate transfer to another qualified vehicle registered to the same individual for a $5 transfer fee.

Effective January 1, 2019, for military ready reserve special license plates issued on or after that date.
