Counties and other governmental agencies operating a public safety answering point must ensure all 911 telecommunicators and dispatchers who directly dispatch emergency response teams receive training in high-quality telephone cardiopulmonary resuscitation

Training must follow the most current nationally recognized guidelines for emergency cardiovascular care, incorporate recognition protocols for out-of-hospital cardiac arrest, include compression-only cardiopulmonary resuscitation instruction, and be reinforced through continuing education

The commissioner must establish procedures to monitor compliance by counties and governmental agencies with the 911 telecommunicator and dispatcher training requirements

The commissioner may reduce state money distributed to counties or governmental agencies under section 403.113, subdivision 2, if they fail to comply with the training requirements
