S.F. No. 3768 - Teacher Licensure Requirements

• Initial Tier 1 licenses issued for one year and renewable up to three times (or unlimited for career/technical education and shortage areas) upon demonstration of job posting efforts, content examination results, and cultural competency training.

• Tier 1 licenses limited to specific content matter and employing district/charter school; do not confer teacher status for certain statutory purposes.

• Tier 2 licenses require candidates to be enrolled in or have completed a Minnesota-approved teacher preparation program (or hold a master's degree in relevant content area); renewable two times instead of three with required cultural competency training before first renewal.

• Tier 3 licenses available after three years of Tier 2 teaching with satisfactory evaluations; Tier 4 licenses require Tier 3 requirements plus three years Minnesota teaching experience and passing licensure exams.

• School administrators prohibited from placing kindergarten-grade 4 students with Tier 1 or Tier 2 license teachers (with exceptions) and grades 5-12 students in such classrooms if previously with disciplined teachers; requires annual reporting of teacher license tiers by district.
