Extends the deadline for issuing new adult foster care licenses under exception paragraph (f) from June 30, 2019 to June 30, 2021, and allows existing licensees to continue operating with five-bed capacity if they maintain compliance.

Changes the date for exception (7) regarding unlicensed settings from May 1, 2017 to May 1, 2021, allowing licenses for people in unlicensed settings and previously occupied openings until June 30, 2021.

Updates the facility licensing date requirement in paragraph (f) from March 1, 2011 to June 30, 2016 for adult foster care facilities seeking five-bed capacity licenses.

Modifies provisions for the commissioner to rebut the presumption that licensing is not required for three or more people in a dwelling unit controlled by the provider, allowing reconsideration requests.

Applies the same deadline extensions and modifications to Section 2 provisions governing adult foster care and community residential setting license capacity.
