Appropriates $139,700,000 from bond proceeds in the trunk highway fund to the commissioner of transportation for improvements to U.S. Highway 10 and supporting frontage roads from Hanson Boulevard in Coon Rapids to Armstrong Boulevard in Ramsey.

Allocates $38,900,000 for Fairoak Avenue Underpass, Thurston Boulevard Interchange, and West Main Street Interchange improvements with associated frontage roads in Anoka.

Allocates $13,900,000 for adding one traffic lane in each direction on U.S. Highway 10 between Hanson Boulevard and Round Lake Boulevard in Coon Rapids.

Allocates $44,800,000 for an interchange at Ramsey Boulevard with associated frontage road improvements in Ramsey and $42,100,000 for an interchange at Sunfish Lake Boulevard with associated frontage road improvements in Ramsey.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $139,700,000 to fund the appropriation, effective the day following final enactment.
