Amends Minnesota Statutes section 123B.61 to authorize school districts to issue general obligation certificates of indebtedness or capital notes for equipment related to violence prevention and facility security, payable in not more than 10 years without requiring an election.

Increases safe schools revenue for fiscal year 2019 to the greater of $54 times adjusted pupil units or $22,500 per district, and increases to the greater of $72 times adjusted pupil units or $30,000 for fiscal year 2020 and later.

For fiscal year 2019 only, sets safe schools levy at $36 times adjusted pupil units; for fiscal year 2020 and later, allows districts to levy amounts based on safe schools revenue times adjusted net tax capacity ratios.

Adds new authorized uses of safe schools revenue including cybersecurity enhancements and allowance for school boards to transfer money into debt redemption funds for security-related bond obligations.

Appropriates unspecified amount from general fund in fiscal year 2019 to the commissioner of education for safe schools aid, effective for fiscal year 2019 and later.
