Amends Minnesota Statutes section 171.07, subdivision 15, to expand the definition of veterans eligible for veteran designation on driver's licenses and Minnesota identification cards.

Allows the Department of Public Safety to issue, renew, or reissue identification cards bearing either a "Veteran" designation or "Veteran 100% T&P" (total and permanent disability) designation upon applicant request and payment of required fees.

Removes the requirement that applicants must be a veteran as defined in section 197.447, eliminating the previous restrictive definition.

Requires applicants to provide a certified copy of discharge papers (DD-214) or other official military personnel file document describing honorable service, and those seeking the 100% disability designation must provide satisfactory evidence of 100 percent service-connected disability from the U.S. Department of Veterans Affairs.

Requires the Commissioner of Public Safety to issue cards with veteran designation only after entering a new contract or coordinating with production of a new card design with required legal modifications.
