Prohibits the Pollution Control Agency from applying or enforcing national or state ambient air quality standards as applicable standards for individual sources under individual facility permits (Code of Federal Regulations, title 40, part 70), except for temporary sources.

Requires that any rulemaking proceeding to adopt standards for air quality, solid waste, hazardous waste, or water quality must include in the statement of need and reasonableness an assessment of differences between the proposed rule and existing federal standards, similar standards in bordering states, and similar standards in EPA Region 5 states.

Mandates a specific analysis of the need and reasonableness for each difference identified between proposed state standards and comparable federal or regional standards.

Requires documentation that federal standards do not provide adequate protection for public health and the environment when proposed state standards are more stringent than comparable federal standards.

Takes effect the day following final enactment.
