Requires the Capitol Preservation Commission to approve all exhibits of works of art displayed in new spaces of the State Capitol building for periods greater than two weeks.

Establishes a new Capitol Art Advisory Committee with seven members appointed by the governor, senate leadership, and house leadership to recommend art exhibits that reflect Minnesota history, government, diversity, and landscapes.

Designates "State Capitol new spaces" as areas within the Capitol not included in existing public areas definitions, which will be subject to the new art approval requirements.

Clarifies that the Minnesota State Historical Society maintains authority over monuments, memorials, and works of art in public and ceremonial areas located in the Capitol prior to July 1, 2013.

Requires the commissioner of administration to provide administrative and curatorial support to the advisory committee and implement approved art displays.
