Appropriates $435,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Warren for solar panels and energy efficient improvements to the community recreation center.

Funds are available only when the commissioner of management and budget determines that sufficient resources have been committed to complete the project, as required by Minnesota Statutes section 16A.502.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $435,000 to provide the appropriated funds, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI sections 4 to 7.

Takes effect the day following final enactment.
