Appropriates $10,500,000 from bond proceeds to the University of Minnesota Board of Regents for modernizing teaching, learning, and research spaces on the Crookston, Duluth, and Morris campuses.

Funds renovation projects at six locations: Dowell Hall, Sahlstrom Hall, and Owen Hall on Crookston campus; AB Anderson Hall on Duluth campus; and the Humanities Building and Blakely Hall on Morris campus.

State appropriation covers approximately two-thirds of total project costs, with the University of Minnesota required to pay remaining costs from university sources.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $10,500,000 to provide the appropriated funds.

Takes effect the day following final enactment.
