Removes the sunset provision limiting eligibility for English learners with interrupted formal education to fiscal years 2017 and 2018 only, making the provision permanent.

Allows pupils aged 21-22 who are English learners with interrupted formal education and were in an early middle college program during the previous school year to participate in the graduation incentives program.

Eligible pupils under this provision can enroll in concurrent enrollment courses and receive the same funding as other graduation incentives program participants.

Effective date is July 1, 2018.
