Modifies Minnesota's education partnership program by enhancing program design requirements for the commissioner to align with community-based initiatives like Strive Together and Promise Neighborhood

Adds new criteria for grant recipients including data collection, disaggregated performance data sharing, continuous improvement processes, anchor entity management, cross-sector leadership groups, and demonstration of nonstate funding from multiple sources

Expands supportive services programming requirements to include postsecondary education completion and career skills development, adding to existing focuses on kindergarten readiness, grade 3 reading, middle school math, high school graduation, and health

Allocates $480,000 for Tier 2 implementing grants in fiscal years 2018 and 2019, with $160,000 each year designated for Northfield Healthy Community Initiative, Jones Family Foundation's Every Hand Joined program in Red Wing, and United Way of Central Minnesota's Partners for Student Success

Beginning in fiscal year 2020 and later, requires competitive award of all grants according to established criteria with priority given to past grant recipients
