Prohibits school lunch providers from shaming or ostracizing students and requires meal policies be posted to school websites effective July 1, 2018.

Requires school meals policies to be written, clearly communicate charges when payment cannot be collected, and maintain student dignity by prohibiting lunch shaming practices.

Prohibits withdrawal of meals already served to students by cashiers or school officials regardless of outstanding meal balances.

Establishes state reimbursement of 12.5 cents per full/free lunch and 52.5 cents per reduced-price lunch, with unpaid portions deposited into a statewide unpaid school lunch account for distribution to schools with unpaid balances.

Requires Commissioner of Education to develop a model school meals policy, annually notify school lunch participants about policy posting requirements, and publicize the unpaid lunch account to encourage donations.
