Commissioner may issue free antlerless deer licenses to residents and nonresidents who own or lease at least 80 acres of agricultural land in deer permit areas that allow antlerless deer without lottery application, with one license per person per year.

In series 300 deer permit areas, commissioner must issue up to five free antlerless deer licenses to agricultural land owners or tenants, with a combined total of five licenses per year for properties with multiple co-owners or cotenants.

License holders may transfer licenses to spouses or dependents under subdivision (a), or to any Minnesota resident eligible to hunt big game under subdivision (b).

License holders must allow public deer hunting on their land during deer-hunting season, except for the first Saturday and Sunday applicable to the specific license issued.

When estimated deer count is at least 20 percent higher than the 2010 deer management goal, commissioner must make available bonus deer permits, suspend antler point restrictions, and allow party hunting without additional restrictions.
