• Appropriates $9,000,000 in fiscal year 2018 from the special revenue fund ($3,000,000 from vehicle services operating account and $6,000,000 from driver services operating account) to the commissioner of management and budget for grants to deputy registrars.

• Allocates 50 percent of funds proportionally based on filing fee transactions retained by each deputy registrar from August 1, 2017, through January 31, 2018, and 50 percent based on transactions from July 1, 2014, through June 30, 2017 (or 100 percent from the earlier period if insufficient recent data exists).

• Requires the commissioner to identify discontinued deputy registrar appointments corresponding to registrars appointed after July 1, 2014, and include their transaction data in the calculation for the successor registrar.

• Excludes from reimbursement calculations any deputy registrar no longer operating as of the effective date and any state-operated deputy registrar offices, which are ineligible to receive funds.

• Directs the commissioner to reimburse deputy registrars within 30 days using existing resources, with the appropriation effective the day following final enactment.
