Grants immunity from prosecution for controlled substance possession, sharing, or use (under Minnesota Statutes 152.025) and drug paraphernalia possession to persons who contact 911 or a first responder reporting a sexual assault victim needs assistance, provided they act in good faith and meet specific requirements.

Grants immunity from underage alcohol possession, purchase, or consumption (under Minnesota Statutes 340A.503) to persons under age 21 who contact emergency services to report a sexual assault victim, if they are the first to seek assistance, provide their name and contact information, and remain on scene.

Extends immunity to up to two additional persons acting in concert with the person initiating contact, provided all requirements are met.

Grants sexual assault victims immunity from prosecution for controlled substance and alcohol violations if evidence was obtained as a result of requesting assistance related to the sexual assault.

Prohibits revocation of pretrial release, probation, furlough, supervised release, or parole based on incidents for which immunity is provided, though does not bar prosecution for other crimes or independent evidence.

Effective August 1, 2018, and applies to incidents occurring on or after that date.
