S.F. No. 3845 - Family Medical Account Program

• Establishes a Family Medical Account program to be implemented by January 1, 2019, allowing eligible medical assistance recipients with incomes at or below 138% of federal poverty level to participate in this voluntary program.

• Provides participants with medical assistance coverage after meeting an annual deductible plus state contributions into individual medical accounts usable for outpatient and emergency room services, with first-year contributions of $1,500 for children, $2,500 for adults with children, and $4,000 for adults without children.

• Excludes individuals age 65 and older and those with disabilities from enrollment and exempts preventive services, prescription drugs for chronic conditions, life-saving devices, medical equipment for respiratory disease, and inpatient hospital care from the annual deductible.

• Requires all FMA transactions to be conducted electronically with photo identification, real-time provider payments, and encounter-level data tracking; permits participants to use FMA funds for medical care up to one year after becoming ineligible for medical assistance.

• Directs the commissioner to provide enrollment counseling, ongoing education on healthcare costs, monthly account statements, streamlined renewal processes, and annual progress reports to the legislature beginning October 1, 2020.
