Appropriates $5,000,000 from the bond proceeds fund to the Metropolitan Council for a grant to the Minneapolis Park and Recreation Board for the Water Works project in the Central Mississippi Riverfront Regional Park.

Requires the $5,000,000 state appropriation to be matched by $15,000,000 in private funds.

Authorizes the commissioner of management and budget to sell and issue up to $5,000,000 in state bonds to fund the appropriation, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Covers development, predesign, design, and construction phases of the Water Works project.

Takes effect the day following final enactment.
