Amends Minnesota Statutes 2016, section 16C.28, subdivision 1b to redefine "best value" for construction, building, alteration, improvement, or repair services contracts.

Requires price to be weighted at least 85 percent of the total weight assigned in best value procurement methods.

Establishes 12 mandatory evaluation criteria: schedule, risk mitigation plans, cost savings, construction means and methods, technical qualifications, key personnel, quality control, safety programs, financial capability, past performance, and quality of prior projects.

Prohibits evaluation criteria from including union or nonunion status, change order history, assertion of legal or contract rights, customer satisfaction, geographic benefit, public relations, or contractor's inventory of construction equipment.

Allows the commissioner to determine additional evaluation criteria by rule, subject to the prohibitions listed above.
