Appropriates $5,000,000 from the state transportation fund's bond proceeds account to the commissioner of transportation for a grant to the city of Wadena.

Grant funds designated for environmental analysis, environmental cleanup, and construction of storm water drainage infrastructure within the marked U.S. Highway 10 corridor in Wadena.

Appropriation becomes available only when the commissioner of management and budget determines sufficient resources have been committed to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
