Amends Laws 2017, First Special Session chapter 3, article 1, section 2, subdivision 2 to modify appropriations for multimodal transportation systems.

Reduces Civil Air Patrol appropriation from $3,580,000 to $80,000 in the first year, with the $3,500,000 grant allocated for site selection, purchase, renovation, or construction of a training and maintenance facility at an airport in Minnesota.

Extends the availability period for Civil Air Patrol appropriations from five to six years after the year of appropriation and waives predesign requirements if an existing facility is purchased.

Provides grants for airport improvements including $6,619,000 to Duluth Airport Authority for Duluth International and Sky Harbor airports, and $2,334,000 to Rochester for passenger terminal building improvements.

Allocates $250,000 for St. Cloud Regional Airport air transport optimization planning study with a required report to the governor and legislative committees by January 5, 2018.
