Establishes the Help Me Grow program to create a comprehensive access, information, referral, and follow-up system for pregnant and parenting families with children from birth to age 8.

Commissioner of Education shall provide funding and coordinate with Commissioners of Human Services and Health through interagency agreements.

Program shall facilitate collaboration by providing child health care provider outreach, identifying detection tools for developmental and behavioral risks, and linking children and families to community-based services including economic stability support.

Program must compile and maintain a resource directory of medical providers, child care programs, developmental services, mental health services, family supports, legal services, public health services, and early childhood information.

Departments of Education, Health, and Human Services must annually review program outcomes, alignment with early childhood goals, and impacts on young children.
