Appropriates $8,000,000 from state bond proceeds to the commissioner of transportation for design, engineering, environmental analysis, property acquisition, construction, and reconstruction of local roads at the U.S. Highway 169/101st Avenue N interchange in Brooklyn Park.

Funds are available through the local road improvement program under Minnesota Statutes, section 174.52, and only become available when the commissioner of management and budget determines sufficient resources are committed to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $8,000,000 to provide the appropriated funds, with proceeds credited to the bond proceeds account in the state transportation fund.

Bond issuance and terms are governed by Minnesota Statutes, sections 16A.631 to 16A.675, and the Minnesota Constitution, article XI, sections 4 to 7.

The section becomes effective the day following final enactment.
