Police Officer Standards and Training Board must develop and distribute a comprehensive model domestic violence policy to all chief law enforcement officers by October 15, 2018.

Model policy must address domestic violence prevention and incidents involving peace officers, civilian law enforcement employees, and high-profile persons (elected officials, government appointees, media figures, entertainers).

Working group developing the policy must include representatives from victim advocacy organizations, law enforcement associations, crime victim services, municipal and county organizations, and county attorneys.

Model policy must include minimum components: incident notification procedures, victim safety emphasis, investigation direction, prevention through hiring and training, supervisor intervention guidance, duty weapon removal procedures, and response protocols for incidents involving high-profile persons.

Each state and local law enforcement agency must establish and enforce a written policy compliant with the board's model policy by January 1, 2019, and certify adoption to the board.
