Appropriates $19,901,000 from bond proceeds to the commissioner of administration for correcting safety, energy, and operational efficiency problems at the Department of Agriculture/Department of Health Laboratory Building in St. Paul.

Includes creation of a dedicated biosafety level 3 laboratory space as part of the improvements.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $19,901,000 to fund the appropriation.

Bond issuance follows procedures under Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
