Commissioner of Human Services must inform family child care and child care center license holders on a timely basis of changes to state and federal statutes, rules, regulations, and policies related to licensed child care, child care assistance programs, quality rating and improvement systems, and county-delegated licensing functions.

Commissioner shall provide each child care licensee annually with a free booklet containing compiled statutes and rules pertaining to child care licensing and regulation.

Commissioner must develop a comprehensive child care regulation handbook updated yearly when changes are made to child care licensing and regulation statutes or rules, written in clear and plain language as defined in statute.

Commissioner shall make the handbook available online to the public and provide each child care licensee with one free physical copy each year the handbook is updated.

Unspecified amount of fiscal year 2019 general fund appropriation to the Commissioner of Human Services for implementation of these requirements.
