Distributes remaining funds to multiple counties and cities for specific transportation projects, including $25,000,000 to Hennepin County and Minneapolis for Interstate 35W and Lake Street access improvements, and $20,500,000 to Ramsey County for Interstate 694 and Rice Street interchange construction.

Establishes matching fund requirements for certain grants, such as $3,000,000 in local commitments required for the City of Blaine's 105th Avenue reconstruction project before funds become available.
