Amends Minnesota Statutes section 609.324 to add a new subdivision creating enhanced penalties for patrons of sex trafficking victims.

Classifies violations of subdivisions 2 or 3 with a sex trafficking victim as a felony offense.

Requires convicted offenders to pay a minimum fine of $3,000 and serve 50 hours of community work service in addition to any jail or workhouse incarceration.

Allows courts to waive the mandatory community work service requirement only upon making specific, written findings that it is not feasible or appropriate.

Permits certified court records establishing a person's prior sex trafficking conviction to be admitted as substantive evidence in prosecutions under this new subdivision.

Effective August 1, 2018, applying to violations committed on or after that date.
