Prohibits the State Building Code, State Fire Code, and political subdivisions from requiring fire sprinkler installation, system components, or automatic fire-extinguishing equipment in new or existing single-family detached dwelling units.

Exempts smoke and fire detectors, alarms, and their components from the prohibition.

Requires licensees to offer prospective customers the option to install fire sprinklers and fire sprinkler system components in new single-family detached dwelling units, with the offer included or incorporated by reference in the agreement.

Mandates that licensees provide signed and dated documents to customers at no charge at the time of agreement execution, including agreements, performance guidelines, fire sprinkler opt-in forms, and mechanic's lien waivers.

Becomes effective the day following final enactment.
