Amends Minnesota Statutes 2017 Supplement, section 16A.152, subdivision 2, to eliminate an obsolete expiration clause related to clean water fund transfers.

Removes the language that the clean water fund transfer under section 114D.50 expires after $22,000,000 has been transferred into the fund.

Establishes priority allocation of positive unrestricted general fund balances to: cash flow account ($350,000,000), budget reserve account ($1,596,522,000), school district aid payment schedules (up to 90 percent), and net aid reductions restoration.

Requires the commissioner of management and budget to certify dollar amounts of reductions to the commissioner of education, who shall increase aid payment percentages and reduce property tax shift percentages accordingly.

Transfers must be made within two weeks after budget forecast release or as necessary to meet appropriations schedules established in statute.
