Increases the budget reserve account cap from $1,596,522,000 to $1,608,364,000 for allocating additional general fund revenues.

Maintains the priority allocation order for positive general fund balances, including cash flow account ($350,000,000), budget reserve account, school district aid payments, and net aid reduction restoration.

Eliminates the clean water fund transfer provision that previously required $22,000,000 transfers until the fund was fully capitalized.

Removes the expiration clause associated with the clean water fund transfer requirement.

Amends Minnesota Statutes 2017 Supplement, section 16A.152, subdivision 2, relating to state finances and budget management.
