Commissioner of human services shall establish a child care regulation working group with no more than 30 members, including licensed providers, county licensing staff, child care organizations, parents, and advocacy groups.

Working group shall hold at least four public meetings between August 1, 2018, and February 1, 2019, with technology utilized to reach interested persons throughout Minnesota.

Working group shall assess current child care regulations under Minnesota Rules parts 9502 and 9503 and Minnesota Statutes chapter 245A, including training requirements, licensing procedures, investigations, and sanctions.

Working group shall submit a report with recommendations on updating child care rules and statutes to the commissioner of human services and legislative committee chairs; commissioner shall consider recommendations when adopting regulatory changes.

$50,000 is appropriated from the general fund in fiscal year 2019 for an independent professional facilitator, printing costs, and meeting management expenses.
