Appropriates unspecified general fund amount in fiscal year 2019 to the Commissioner of Employment and Economic Development for grants to family and group family day care providers licensed under Minnesota Statutes, chapter 245A.

Grants must range from at least $500 to not exceeding $2,000 per provider and can be used for startup costs or becoming Parent Aware rated.

Commissioner must prioritize grants to providers in communities with documented shortages of child care providers in their area.

Requires annual reporting to legislature by January 1 starting in 2020 on program outcomes including number of new programs created, providers who became Parent Aware rated, new jobs created, and resulting increase in child care capacity.
