Commissioner of corrections shall award a grant to Peace of Hope, Inc. to develop and implement a pilot project expanding family transportation services to visit incarcerated persons of all risk levels in state correctional facilities from September 1, 2018, through August 31, 2020.

Pilot project goals include promoting family unity, providing companionship and life skill advice to family members, relieving stress in children of incarcerated persons to improve school and employment success, and decreasing offender recidivism.

Peace of Hope, Inc. must report to legislative committees with corrections jurisdiction by November 1, 2021, on the pilot project's development, implementation, impact, and outcomes.

$640,000,000 is appropriated from the general fund in fiscal year 2019 to the commissioner of corrections for the grant, with funds available until expended.
