Reduce Regent Candidate Advisory Council membership from 24 to 20 members, with specific appointment authority distributed among the speaker of the house, senate leaders, University of Minnesota president, student body government, and Board of Regents.

Require the speaker of the house, house minority leader, senate majority leader, and senate minority leader to each appoint four members: three with no prior legislative or regent experience and one current legislator.

Authorize the advisory council to convene and recommend replacement candidates when an unscheduled vacancy arises for a Board of Regents position, in addition to regular recommendations submitted by January 15 of odd-numbered years.

Maintain existing requirements that the council recommend at least two and not more than four candidates, submit reports on needs criteria, and consider geographical representation in appointments.
