Establishes a rail grade separation financing program to reduce accidents and delays on trunk highways caused by railroad grade crossings.

Creates a rail grade separation account within the trunk highway fund to finance part or all of eligible projects.

Eligible projects include predesign, design, engineering, right-of-way acquisition, and construction or upgrade of grade separated crossings between trunk highways and railroads.

Requires the commissioner of transportation to establish criteria for project prioritization considering roadway and train traffic volumes and speeds, adjacent land use, crash history, emergency vehicle usage, and hazardous materials transport through the crossing.
