Appropriates $3,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of St. James.

Grant funds storm sewer retention pond extension design, engineering, and construction in the northwest portion of St. James, including reconstruction of streets, sidewalks, storm water and sanitary sewer, water mains, lighting, and utilities.

Appropriation becomes available only when the commissioner of management and budget determines sufficient resources have been committed to complete the project under Minnesota Statutes, section 16A.502.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes, sections 16A.631 to 16A.675 and Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
